1.  Do you believe the Second Amendment to the U.S. Constitution affirms every individual’s right to keep and bear arms and that the Colorado Constitution reaffirms that right? Yes Yes Yes Yes
2.  Do you believe there are reasonable limitations that government should place on law-abiding sane individual citizen’s right to keep and bear arms? Yes No No No
3.  Do you support Project Exile and the aggressive punishment of violations of all existing gun laws? No No Yes No, I support punishment of offenders who use guns in a crime, but it should be up to the local jurisdiction not to the Feds.  This is a matter of states and local rights.
4.  In Vermont and Alaska law-abiding citizens have a legal right to carry concealed firearms without the requirement of obtaining a permit to do so.  Would you support a similar concealed carry law in Colorado? No Yes Yes No, I believe a min level of training in the use of firearms should be required to prevent tragic accidental deaths.
5.  Do you support the right of law-abiding citizens to openly carry firearms within Colorado, including open carry in government buildings? Yes Yes Yes No, I cannot honestly say that.  I feel that people are overly intimidated and (wrongly) assume the worst, when they see firearms displayed. That, subsequently, retards the open, effective action of government.  I.E. not in government buildings that house boards and councils.

6.  Do you think the concealed carry law enacted in Colorado last year

A) makes it too easy to get permits, B) allows people to carry concealed in too many places, C) is just right or D) is too restrictive and should be modified.

7.  The Clinton Assault Weapon Ban (AWB) will sunset in September of 2004.  This law prohibits certain weapons defined by specific characteristics or manufacturer and model name.  The law also forbids the manufacture of magazines with a capacity higher than ten rounds for non-police and non-military use.

A) Do you believe the AWB should be extended beyond September of 2004? 

B) Do you believe the AWB should be expanded to include additional firearms or any sort of registration or purchase limitations?

8. Do you support prohibiting law abiding concealed carry permit holders from carrying concealed within public schools? No No No No. Teachers have a right to be able to protect themselves, too!
9. Do you support laws that take away the rights of 18-20 year old law-abiding citizens to buy or possess a firearm? No No No No. If the voting age is 18, all other rights of citizenship should also accrue!
10. Do you believe an individual convicted of a misdemeanor or non-violent felony, who has completed his sentence, should have their full firearms rights restored automatically? Yes Yes Yes No.  All our other principles say “law-abiding” citizen, these folks were not. How about after 5 or 10 years without committing another offense?
11.  Federal studies have shown that citizens with concealed carry permits are more law-abiding, as a group, than law enforcement.  Will you oppose the creation of a Colorado state wide database of concealed carry permit holders and the creation of any state or local database that in any way mingles any information about permit holders with that of criminals or suspects? Yes Yes Yes Yes.  Absolutely.  No where should there exist a database for law enforcement use that lists law-abiding citizens, permit holders or not, with criminals or suspects.
12.  What is your favorite firearm? Shotgun Colt M1911–I carried this as an army commander.  The only weapon I actually shot expert with. My hunting rifle – Ruger 7mm mag. M1911A1, .45 cal, semi-automatic pistol
13.  Do you support the right of law-abiding citizens to openly carry firearms within El Paso County, including parks and county buildings? Yes Yes Yes No, not in the county building where the BOCC meets, on days they meet.  All others, fine, I do support.
14.  Will you vote to overturn the restriction on open carry of firearms by law-abiding citizens in county buildings within El Paso County? No Yes Yes Yes, if it makes the exception I addressed twice above.
15.  Will you lead an effort to bring the issue of the restriction on display of firearms in county buildings to a vote within the next two years? No Yes Yes I may, if asked, with the exception noted above.
Additional Comments: BREMMER:  None COX:  Bringing issue #15 to a vote would also require a significant public relations campaign to counter the oppositions efforts to make crazy villains of the people who support eh concept of open carry anywhere.  This would require a sizable outlay of money.  Be prepared to back this up and plan to win! HISEY:  Concerning Project Exile:  I am more interested in results than rhetoric.  To protect and advance our second amendment rights, we have to win in the court of public opinion.  If we have bad laws on the books or ambiguities that allow heavy handed enforcement let’s correct the problems.  We need to show that as law abiding gun owners we are not going to tolerate criminals using guns. MESITE:  I am a traditional conservative when it comes to the US Constitution and the Bill of Rights. I am an advocate of a literal interpretation of states’ Rights in the US Constitution, and local rights and responsibilities in the state constitution.  One example is that I would be opposed to any state law that limits the right to bear arms, and carry them concealed more than our own El Paso County policy.  One of the greatest fears I have is the potential for innocent children to be killed or maimed-including psychologically-with a weapon in an accident because the parent did not properly secure the weapon, and, for later ages, train their children to understand a weapon.
